I have a 2V GSi that I bought by mistake for a very low price over a year ago. Car has Uprated exhaust, full G max suspension, cone air filter and did have full ICE install (removed before bought). Thing is, car had a big sticker in the rear window say had been modded by a company.
I think it may have had other mods as car came with no receipts. How can I check the following two:
1) Up graded / chipped ECU.
2) Performance cam.

The car feels completely diffrent from my last 12V GSi, and the one before that. When you start it and press the throttle, there is no hesitation and revs like hell!

Any ideas where to look?

Not sure about the cam but it's very unlikely that it's been chipped.  AFAIK 12v GSi's run LE Jetronic injection which is very had to adjust.  Only the later 24v's & 2.6 dual ram models came with the Motronic set-up and are therefore "chippable".

It is possible, though unlikely, that it's been fitted with a 3.0 12v engine from a late model Senator.  Look at the ECU to see if it has the word "Motronic" written across the casing.  Late model 12v's also have a gold coloured rocker cover, a 24v style solid fuel rail & usually (but not always) a serpentine belt instead of the 2 or 3 individual ones!

Hope this helps!!
