REAR WHEEL ARCH RUST

They all go at the double skin on the front of the rear wheel arch and at the front of the rear quarter plastic molding.
So where does the water get in to start the rust process? If anybody has cut this section out they should have found a rust trail where the water gets in.
Then how do you stop the water ingress or get a rust proofer in without drilling holes in the visible area. I drilled holes years ago and then plugged the hole with a grommet but you see the grommet.
Photos of the area cut away would be useful.

the rust starts where the two layers are spot welded together there is little or no rust proofing in there i think if you were to get a cavity gun and fill it with hammerite thinned down by about 20% and sprayed that in behind the side carpet in the boot area it would seep down enough to seal and prevent further issues!!

It doesnt have to leak in anywhere, itll condense there.
Once its condensed itll rest in the spotwelded seams and rust.
When Ive cut them open the rust always looks like this is what happened.
Keeping oxygen and water off the metal is the only prevention, everyone has their preferred way to do that, for me I mix waxoyl and white spirit to make it runny enough to seep into small gaps and spray vast quantities in.
I spray it with a paraffin gun which produces a big cloud of mist so I hope that coats anywhere that I cant point directly at.

thatll do it by and large the reason i suggested hammerite is for its rust treatment properties

Is there any evidence that water gets in at the rear quarter glass near the C post on the estate and runs down?
