I put a head gasket on my 12v about 2 years ago but only got around to building her up the other day but she wont start.
Its gettin spark and potrol into the cylinders. I know this because when we towed it was like bumping and backfiring but just wont fire up. I think it must be the distributor timing. Where should the rotor arm be facing when the engine is at tdc? And from ther what order do the lead go?

The rotor arm should be pointing to number plug lead. Although you have found TDC mark you may be 180 degrees out. The firing order should be 1 5 3 6 2 4

When i turn the bottom pully with a socket 1 full turn the rotor arm turns 1 full turn also. Should it only turn half a turn?

There were a few CIH's that were timed up on number 6.......
