Just notices a bit of rust coming round the filler neck. I can't get to it properly though cause of rubber flange round the filler.

How do you get this out?

Your gonna have to take the neck out which probably means drop the tank as it's easier. The filler sits in the rear wheel arch and gets covered in  crude so the jubilee clip at the bottom is normaly rusted solid.

Mine was leak free until I pressure washed out the large cake of mud that had collected there; it meant a replacement tank Sad

It's a common problem and usually only becomes evident with a full tank.

That area is the best mud trap I've yet seen designed into a car  Shocked

I've not looked under the arch for the neck. There is just a bit of rust visible when you open the fuel flap.

Mine had gone that way too. I put a new tank on but pipe was rusted and so was clip. Not a pleasant job at all

That rubber ring you can see when you open the filler flap can be removed from above without disturbing the tank, I have exactly the same problem and have removed this ring so I can sort it.

You will need the wheel off and working from under the arch push the ring upwards back through the hole, its tight but it will go, done it twice.

Be prepared for a frilly hole.
